Housing for the Unhoused
Yolo Community Builders (YCB), a 501c3 organization, was founded in 2023 to advocate for, develop and construct affordable housing, including permanent supportive housing, for unhoused individuals in our community.
The founders of YCB have extensive experience providing services and housing to homeless individuals and families in various capacities throughout Yolo County, California. This has included advocacy, development and construction of affordable housing and permanent supportive housing built specifically for unhoused individuals and families. We are all familiar with the various nonprofit organizations and local city and county organizations that provide services and housing in our community to individuals and families who are unhoused.

How We Plan to Help
We were formed to help address the most critical need in addressing the homeless crisis here in our local area, the lack of housing for our unhoused community. All housing units built by YCB are for unhoused individuals.
We will advocate with local jurisdictions, both city and county, for the development of more permanent supportive housing for our unhoused community members. We will collaborate with local nonprofit organizations with experience working with unhoused individuals to assist us in our advocacy efforts. We will team with them to engage the community in our efforts as well as to outreach with our community neighbors to learn about issues that they may have regarding efforts to construct permanent supportive housing in the community.
Through efforts with local jurisdictions, the nonprofit organizations, and the community, we will identify real property to develop and acquire the property by purchase, land dedication from the local area or donation from the public/private sector.
After securing the real property, we will partner with a local nonprofit with experience providing services and housing to unhoused individuals or families to develop the property. The local nonprofit will ultimately be the sole owner of the completed project. This will include agreeing on the size of the housing project and number of units.
From the outset, YCB will fundraise from private donors and foundations to accumulate funding to purchase property, if needed, for eventual development and construction costs, and operational expenses. When a project is in development, we will seek financial assistance from the local jurisdiction for development and construction costs. To ensure our projects are cost effective, our goal in every project will be to balance the private and foundation donations and governmental financial assistance such that the private and foundation donations do not exceed 50% of the construction costs.
YCB will be responsible for the development of architectural renderings and building plans, as well as the permitting and approval of the project, the hiring of the construction contractor, ensuring site owner representation during the construction phase, providing financial management of the project, and the securing of the eventual occupancy permit when construction is completed.
During the construction phase, YCB will work with the nonprofit on tenancy issues, leasing, eligibility issues, supportive services, fair housing issues and other necessary operational issues to eventually lease the units to the target population.
Upon project completion, YCB will transfer all interest in the project to the nonprofit to own, lease and operate the facility solely for the occupancy of unhoused individuals.

Bill Pride
Executive Director
Bill was Davis Community Meals and Housing’s Executive Director for 23 years. He oversaw the development, construction, and opening of Paul’s Place and the development and opening of Cesar Chavez Plaza and the Creekside Apartments.
Reynaldo Carboni
Reynaldo Carboni was counsel for the Santa Clara County Housing Authority and
in the Sacramento County Counsel’s office. He was also a board member for
Davis Community Meals and Housing.
Maria Ogrydziak
Maria Ogrydziak has practiced architecture for 40 years. She is on the AIA California Housing Steering Committee and the AIA Central Valley Housing Task Force. She was Paul’s Place’s architect and serves on the Davis Community Meals and Housing and Davis Opportunity Village boards.
Joan Planell
Joan Planell is a public policy consultant with experience in grant writing and advocating with funders, policymakers, and elected officials. She is the former director of Yolo County Health and Human Services Agency.
Dan Sokolow
Dan Sokolow worked for the cities of Winters and Woodland for 22 years on land use, affordable housing, redevelopment, environmental review, and homeless issues. He was also a board member of the Yolo County Homeless and Poverty Action Coalition.
Dave Taylor
Dave Taylor has 25 years of experience in multi-family housing development and asset management, including Low-Income Housing Tax Credit Programs. He is on the board of directors of Davis Community Meals and Housing.
